Financial Management Consulting
Moulton Niguel Water District (MNWD) - Laguna Niguel, California
Mr. Bell helped develop a comprehensive update of the MNWD financial plan including the update of policies and procedures and development of a long range financial plan. With both the Chief Financial Officer and Controller positions vacant, Mr. Bell saw to it that the financial needs of the District were being met. During his assignment annual audits and budgets were completed and adopted; cost of service analysis updated; new water, wastewater, and recycled water rates implemented; drought contingency rates adopted, and two refunding bond issues completed. The District's bond rating was raised from AA to AA+ by Standard and Poor's, and confirmed at AAA by Fitch Ratings.
Capital Improvement Program and Long-Range Financial Plan
San Francisco Public Utilities Commission (SF PUC) – San Francisco, California
Mr. Bell conducted a comprehensive process to review and make recommendations regarding an integrated Capital Improvement Program and Long-Range Financial Plan for SF PUC’s four utility systems – regional water, local water, clean water, and power.
Energy Management and Reliability Study (EMRS)
Metropolitan Water District of Southern California (MWD) – Los Angeles, California
Mr. Bell assisted MWD staff and consultants with the development of a comprehensive energy management strategy in order to achieve long-term reliable power supply, to protect against energy market price volatility, and to protect against overall cost risks for the operation of MWD’s water distribution system and the Colorado River Aqueduct.
Imperial Irrigation District (IID) – Imperial, California
Mr. Bell assisted IID with a variety of management and financial services including the development of financial management process and procedures, design and implementation of standard monthly/quarterly management, board, and departmental financial reporting, and implementation of a five year and ten year operation and capital forecast. He has provided advice on matters regarding debt management and financing including the financing of the All American Canal Relining and the Niland Generation Projects.
Mr. Bell also assisted IID with the development and implementation of energy risk management plans and strategies related to middle office risk management functions. He developed plans to finance the infrastructure projects associated with the Quantification Settlement Agreement and Energy Department generation, transmission, and distribution projects.
